The Torrance Fire Department received reports of a power outage in the 1700 block of Yukon Avenue around 9:15 a.m.

The outage caused the refinery on 3700 W. 190th St. to “reset” when power was restored, Torrance Fire Department Capt. Steve Deuel said.

Aerial video from Sky5 showed huge flames shooting from the refinery during the restarting process.

The flaring was a routine part of the restart and posed no danger to the public, officials said.

Workers and others in the area were evacuated to a nearby park as a precaution, Deuel said.

There were also several reports of a foul odor in the area, but officials said nothing hazardous was detected.
