A Halloween display is creating controversy in one Riverside neighborhood.

At issue is a stuffed mannequin hanging by a noose from a tree outside a home.

The homeowners say they were just trying to create something creepy for Halloween, but others say the display is inappropriate and racist.

Rick Chambers reports from Riverside for the KTLA News at 10 on Friday, Oct. 25, 2013.
