An investigation began on May 23 when a city employee found a digital camera in the women’s bathroom, according to a news release from the Anaheim Police Department.

The investigation eventually led them to 24-year-old Simon Carbajal Rosales, who worked as a contract custodian for the past two years, the release stated.

He was arrested “on suspicion of possession of a controlled substance, being under the influence of a controlled substance, and disorderly conduct related to the secret recording of women utilizing the restroom facilities, according to the release,” the release said.

Rosales had access to numerous city buildings because of his employment, and investigators said they were looking into whether there were any more recordings.
