The individual was detained at the Highland Avenue off-ramp of the southbound freeway, according to California Highway Patrol Officer Jennifer Cassidy.

CHP responded after getting reports shortly before 10 a.m. that someone was seen putting cones on the freeway, Cassidy said.

KTLA reporter Nerissa Knight was in a collision on the freeway about that time, and the other woman whose vehicle was involved in the crash told Knight that a guy with a “crazy grin on his face” ran onto the freeway and put cones on the pavement.

“He just walked off the freeway, put a bunch of cones to cause accidents on purpose,” the woman told Knight on cellphone video. “It’s crazy.”

The woman called 911 to report the man and the emergency operator said there had been several similar reports, according to Knight.

Knight said she saw the cones placed randomly on the freeway as well, and she snapped a photo of one in the No. 2 lane before the Cahuenga Boulevard exit.

When CHP motorcycle officers arrived, they quickly threw the cones to the side of the road, Knight said.

Reports of a pedestrian on the freeway prompted the arrest of a man in his 20s, CHP Officer Tony Polizzi said, but he could not confirm that the arrest was related to cones on the freeway.

Polizzi referred requests for more information to the spokesman for the Central Los Angeles CHP office, who did not immediately respond to a voicemail seeking comment.
