Neighbors said they heard shots fired, and LAPD appeared to have sent an emergency alert to cellphones in the area at about 4 p.m., warning of “suspect shooting from balcony.”

“STAY AWAY,” the alert stated.

A witness said the man waived a gun at the witness’ children, according to Los Angeles Police Department Lt. John Jenal.

Jenal called the scene a barricade situation.

The unidentified man surrendered to police around 5:45 p.m. and was taken away in handcuffs.
