The city of Rancho Santa Margarita met Wednesday night to consider a "conceptual ordinance" that would impose a fine on parents if their child was found responsible for bullying other children at school.

The ordinance would also allow the Sheriff's Department to investigate bullying cases that happen outside school as well.

If passed, Rancho Santa Margarita would be the first city in California to make bullying illegal.
