Former L.A. County Sheriff’s Department Cmdr. Ralph G. Ornelas, who retired after overseeing the Men’s Central Jail, spoke out Monday about ex-Sheriff Lee Baca’s failure to lead and to properly manage his subordinates during the inmate abuse scandal. Ornelas testified against Undersheriff Paul Tanaka, who was sentenced to five years in prison in the jail abuse probe. Kareen Wynter reports for the KTLA 5 News at 3 on July 18, 2016.
