A proposal to switch Los Angeles shelter dogs' diets from meat-based to vegan has ignited a debate. Proponents and critics have started online petitions to gain support before the Board of Animal Services Commissioners votes on the issue. Kacey Montoya reports for the KTLA 5 News on Feb. 26, 2018.
