California's historic drought has hit one area particularly hard. In East Porterville, about 160 miles north of Los Angeles, more than 500 families are out of water. Some homes rely on private ground wells, while others use bottled water to survive. KTLA's Kacey Montoya reports for the KTLA 5 News at 10 on Monday, Nov. 9, 2015.
