Contractors had been working at the Casa Del Sol apartment building located in the 21600 block of Brookhurst Street (map) before the storm's arrival, according to Chief Jeff Lopez of the Huntington Beach Fire Department.

"The contractor apparently did tarp the roof in an effort to deal with the rain that was expected, but it seams that their tarping wasn’t adequate," Lopez said.

The water then ended up pooling on top of the flat roof and began to seep through the structure, according to Lopez.

Video from inside the apartment building showed water and debris covering one of the top-floor units after the ceiling collapsed.

Resident Kurt Klatt said the problem was reported on Saturday but no one went up on the roof to fix the problem until Monday.

“They let us go right into the second round of the storm without doing anything to change the situation,” Klatt said.

Several of the units have been yellow tagged as a result of the damage, leaving residents able to go in and get their belongings but unable to sleep there.
